Are you skilled? Understanding New Zealand's new immigration rules

The whole world is having an argument, and immigrants are being caught in the crossfire.
当前全球各国都在争论不已，众移民们也被推上风口浪尖。
The pro-globalisation side says that immigration is a good thing, that all countries gain a lot of benefit from immigration.
全球化支持者表示移民是件好事，移民国家可通过移民获得众多好处。

The anti-globalisation side says that our country (whichever country is being talked about) needs to protect itself from outside influence, power and control - and/or cheap labour.
全球化反对者表示应当保证自己的国家不受外来移民所影响，其中包括移民对权力、掌控以及劳动力市场的影响。
Of course, these are two extreme points, and everybody is somewhere on a line between them. But in New Zealand, just as in Europe and the USA, this argument is taking place.
当然，这是两种比较特别的观点。多数人均介于这两种观点之间。不过在新西兰，还有一些欧洲国家，以及美国，这种争论日趋激烈。

Meanwhile in New Zealand, the same argument is happening. New Zealand employers need workers, but the huge number of migrants coming through is too many. New Zealand is trying to balance.
此刻的新西兰，关于移民的争论正在激烈进行着。新西兰雇主需要雇佣工人，但近年来新进移民数量实在过高，因此政府试图控制和平衡这一情况。
WHAT DOES IT MEAN
具体意思是：
New Zealand needs skilled workers, and in April a salary requirement was made to ensure that skilled workers earned more than NZD48,000 per year.
新西兰需要技能型工人，而在今年四月份的时候政策改为技能型工人年收入必须 达到48,000新币。
Since April, many groups have let the government know they are not happy about the proposed changes. A news report says the government is "tweaking their tweaks", in other words, they are making changes to their proposed changes.
自四月份以来，众多企业和组织向政府抗议该政策。最近有报道说，政府正在“调整他们的调整”，换句话说，政府在为之前的改变做出一些改变。

In their own words, here's a summary of the changes:
·The introduction of remuneration bands to assess the skill level of roles offered to Essential Skills visa applicants
·The introduction of a maximum duration of three years for lower-skilled Essential Skills visa holders, after which they will need to spend 12 months outside New Zealand before they can be granted an Essential Skills visa to work in another lower-skilled role, and
·Requiring the partners and children of lower-skilled Essential Skills visa holders to meet the requirements for a visa in their own right (they will still have access to short-term visitor visas).
用他们自己的话说,一下总结几点：
1、薪资标准与技术水平划分相关联（技术工签划分高、中、低三个类别）；
2、低技能签证最长期限为3年，3年满了之后需离境1年方可重新申请该类签证；
3、担保配偶和子女签证的条件。取消低技能等级工签持有者对配偶、子女签证的权利担保。（通常情况下配偶和子女只能申请短期旅游签证）

The changes are designed to continue to enable employers to employ temporary migrant workers where there are genuine shortages while ensuring that lower-skilled migrants are clear about their future prospects in New Zealand.
这些改变是为了保证新西兰雇主能够雇佣到短期的海外工人，同时也对此类海外雇员做出了相对明确的规定。

These rules are pretty hard on immigrants, especially couples and families.
这些规定对移民们来说还是相当严格的，特别是针对配偶和家人这一块。

So what does it mean？
It means:
·Have a specialist skill.
·Have great English.
·Know your story.
具体来说：
1、要有专业的技能；
2、要有很好的英文水平；
3、要知道你的背景。
It's tough, much tougher than it used to be. And the "easy" ways of getting into New Zealand are getting less and less easy. To live here, you need to have good English and good skills.
相比过去，现在的政策的确更严格了。另外，过去一些比较“简单” 的方式也越来越不简单了。现在就是，你想留在新西兰，你就得有良好的英语水平和扎实的专业技能。
